ZUSAMMENFASSUNG
Beginnend mit den Regionalen Psychiatrie-Budgets wurden in Schleswig-Holstein im Rahmen
sich verändernder gesetzlicher Grundlagen Modellprojekte in der psychiatrisch-psychotherapeutischen
Versorgung mit den Mitteln des Krankenhauses konzipiert und umgesetzt. Seit 1999 entwickelten
Protagonisten aus Politik, von Kostenträgern und Krankenhausmedizin ein verändertes
Finanzierungsmodell. Ziel war es, die Behandlung für eine definierte Population einer
Region flexibler gestalten zu können. Seit 2012 sind die vormals vertraglich vereinbarten
Modelle in Regelungen nach § 64b SGB V übergegangen. Die Regelungen zur Finanzierung
und die darauffolgenden Verbesserungen für die Patientenversorgung werden dargestellt.
ABSTRACT
Starting with the concept of so called “Regionalen Psychiatrie-Budgets” (regional
treatment budgets) in Schleswig-Holstein (northern part of Germany) Global Treatment
Budgets were conceptualized on a changed legal basis for psychiatric and psychotherapeutic
services as a part of hospital care in Germany. From 1999 on protagonists of politics,
health insurances and clinical psychiatry tried to develop a new model of payment
to ensure a cross-sectoral acute mental health care of a defined population within
a specified area (region). In 2012 these contracts merged into the legal regulation
of § 64b SGB V. Regulations on financing and the following improvements of hospital
based psychiatric services are shown.
